What is JHS?

Journalists Health Scheme was launched on 8th January, 2016 vide G.O.Ms. No.64 HM & FW (A.2) Dept., Dt: 27.07.2015.It is intended to provide cashless treatment to all the working and retired journalist. The beneficiaries can avail cashless treatment for the empanelled specialties in all the Network Hospitals for all the listed therapies. For more information visit website, www.jhs.telangana.gov.in

Nodal Agency for JHS?

The Commissioner, Information & Public Relations, Telangana will be the nodal agency. I&PR department will enroll Journalists eligible under the scheme and verify details of Journalists enrolled in website www.jhs.telangana.gov.in and if approved health cards will be generated.

Implementing Agency for JHS?

Aarogyasri Health Care Trust will be the implementing agency for “Working and retired Journalists' Health Scheme", leveraging on the experience it has gained in running Aarogyasri Scheme and Employees Health Scheme.

Eligibility

Who is Eligible?

Both accredited and non-accredited working and retired Journalists, and their dependents. The Scheme will be applicable to both accredited and non-accredited Working and Retired Journalists. The Commissioner, Information & Public Relations Department will compile the details of eligible journalists for coverage under the scheme.

Who are the family members?

a. Dependent Parents (either adoptive or biological, but not both).
b. One legally wedded wife in case of a male journalist.
c. Husband in case of a female journalist.
d. Wholly dependent legitimate children (including step children and adopted children);

Dependency means?

a. In case of parents, those who are dependent on the journalist for their livelihood.
b. In case of un-employed daughters, those who are unmarried or widowed or divorced or deserted.
c. In case of un-employed sons, those who are below the age of 25 years.
d. Disabled children with a disability which renders them unfit for employment.

If the parents of the Journalist have Aarogyasri Card, are they eligible under the scheme?

The option will be given to the journalists, who are having white ration cards to choose either this Health Scheme or Aarogyasri Health Scheme, but they are not allowed to avail both the Schemes.

Are adopted children or adopted parents covered under the scheme?

Yes. Either adopted parents or biological parents are eligible but not both. Similarly adopted children are also eligible.

If an unemployed son continues to be a dependent on the Journalist even after attaining the age of 25 years, is he eligible under the scheme?

No. Once the son attains the age of 25 years, he becomes ineligible under the scheme. In case the dependent (son) of the Journalists/retired Journalistis having disability that renders him ineligible for employment he will be eligible to avail the benefits under Scheme and in that case disability certificate, which is mandatory, shall be produced.

Enrollment

How the Journalist/retired Journalist can enroll in JHS?

Steps for login:

a. Login into www.jhs.telangana.gov.in
b. HOME >User Login>>User ID & Password.
c. Click on Registration > select Health Card Enrollment.
d. On clicking 'health card enrollment', the page will navigate to 'registration form' onto which journalist ID will be auto populated.
e. Here the user now has a provision to fill the personal details, working details, identification details, address for correspondence and add attachments if any. After entering all the mandatory fields, the user has a provision to partially save the details.
f. After entering all the mandatory fields, the user has provision to click on 'add details of family members' to add the beneficiary details.
g. On clicking 'save family member details', a pop up message shown as a ‘family member details added successfully'.
h. Once all the mandatory fields like personal details, working details, identification details, address for correspondence, family member details are added, the user now clicks on 'SAVE' button onto which a message 'saved successfully' will pop up as shown.
i. On saving the details, the user now has a provision to 'submit application' as shown.
j. On submitting the application, a pop up message shown as a ' application for health card has been submitted and it is pending with DPRO for approval’.

What is the DPRO role in JHS?

a. Identification and registration of new Working and Retired Journalists into JHS scheme
b. Verification of Health card enrollment form submitted by Working and Retired Journalists
c. Approving Journalist enrollment form and Health cards
d. Coordinating with the AHCT.

Steps for login for DPRO to and registration of new Journalist to the scheme:

a. Login into www.jhs.telangana.gov.in
b. HOME PAGE>User Login>>User ID & Password.
c. Click on Registration > Adding Journalist to Scheme
d. On clicking 'adding journalist to scheme', a page will be displayed where the user has a provision to enter first name,last name and mobile number along with which the user has to select the department, designation and district from the drop down box
e. Once mandatory fields are entered, the user needs to click on 'submit' button.
f. On clicking 'submit', a pop up message shown as 'Journalist Code: KRM00010 Created Successfully' will pop up as shown
g. Journalist User Id and password will be sent to the Journalist/retired Journalist through SMS to given Mobile Number and Mail Id.

Steps for login for DPRO to approve the form submitted by Journalists:

a. Login into www.jhs.telangana.gov.in.
b. HOME PAGE>User Login>>User ID & Password.
c. Click on Registration >Enrolled Journalist Application
d. On clicking 'Enrolled journalist application', a page will be displayed where the user has a provision to click on appropriate journalist ID hyperlink to view the details.
e. On clicking 'journalist id hyperlink, a page will be displayed where the user has a provision to either approve or reject the application.
f. DPRO will Approve/Reject the form submitted by the Journalists/retired Journalists.
g. If approved a pop up message shown as ‘Approved by DPRO’ and if rejected journalist will receive SMS to given Mobile Number and Mail Id.

What is the IPRO role in JHS?

At IPRO level, card will be finally approved.

Steps for login for the IPRO:

a. Login into www.jhs.telangana.gov.in.
b. HOME PAGE>User Login>>User ID & Password.
c. Click on Registration > Applications submitted by DPRO for approval.
d. On clicking 'applications submitted by DPRO for approval', a page will be displayed where the user has a provision to click on appropriate registration ID hyperlink to view the details.
e. On clicking 'approve', a message shown as ‘Approved by IPRO’.
f. If rejected journalist will receive SMS to given Mobile Number and Mail Id

Is Aadhaar card compulsory for enrollment under JHS?

If the Aadhar card is chosen for identification, it is a mandatory to upload. otherwise not necessary.

What are the Documents need to be Uploaded for identification

Any one of the documents is mandatory
a. Aadhar card.
b. Certificate Of Physical handicap.
c. Driving license.
d. Election Photo Identity Card (EPIC).
e. Freedom Fighter ID card.
f. Id Card Issued For Beedi workers by Ministry of Labour.
g. Job Card Issued Under NREGP.
h. PAN Card.
i. PassBook with Photograph issued by Public Sector Bank / Post Office.
j. Passport.
k. Pension Document.
l. Pink ration card issued by AP Civil supplies Dept.
m. SC/ST/BC Certificate.
n. Student Identity card issued by Recognised educational Institution.

What is the working and retired journalist’s subscription under the Scheme?

There is no subscription under the scheme for the working and retired journalist’s.

From where the Health Card will be issued to the working and retired journalists?

Health Card will be generated by the AHCT after approval by I&PR department and placed in the Login of the working and retired journalists. The working and retired journalists can login to the portal (www.jhs.telangana.gov.in) by using their "User ID" and "Password", download the Health Card, Print it and use it for availing treatment in the Network Hospitals under Journalists Health Scheme.

Is unemployed daughter, if not married, eligible under the scheme?

Yes. Unemployed daughters who are unmarried or widowed or divorced or deserted are eligible. Once she is married she becomes ineligible.

Who is competent to delete name of "son" who has crossed the age of 25 years?

The date of birth of "son" furnished by the working and retired journalists is available in the System. As such, the system automatically renders the "Son" who crosses 25 years, ineligible under the Scheme and invalidates his Health Card.

Can the working and retired journalist’s edit the details on his health card?

No. The Journalist cannot edit the details like name of the Journalist; date of birth, designation, department on his health card, as the details of all theJournalist are received from Information & Public Relations Department Concerned.However, Change of fields like name, designation, etc., if any to be changed, the Journalist shall submit details through DPRO to the email : jhs@aarogyasri.gov.in

I forgot my password. How to reset new Password?

After clicking on Sign-in button on home page, then enter the user Id , click on 'forgot password'. The system generated password will be sent to the applicant's mobile number and e-mail id.

My mobile number has been incorrectly entered at the time of changing password. What shall I do?

In such a case, the individual has to lodge a complaint through Email provided in the portal, www.jhs.telangana.gov.in, by furnishing the details of user ID, Name, correct mobile number for taking suitable action.

When I wanted to log in with the given user ID and password, the alert message shows as 'Invalid User ID or Password'. What should I do?

There won't be an invalid user ID and password. Enter the correct 8 digits password which has been received through SMS on registered mobile as well as through email. Password will be Numerals only ( ForEx-12345678).

What is the last date for working and retired journalists for enrollment?

There is no last date for enrollment for working and retired journalists.

When will SMS be sent to the beneficiaries?

SMS will be sent to applicant's registered mobile number in respect of the following activity.
a. When the applicant changes password.
b. When the applicant uses "Forgot Password" Option.
c. When the Retired journalists application is submitted.
d. When I&PR department approve / rejects/put on hold the enrollment application.

How to check the Health Card status?

Working and retired journalists can check the status of health card in home page by using the health card status tab on website: www.jhs.telangana.gov.in.

In case of a widowed/divorced daughter while enrolling under JHS, is it necessary to attach death certificate / court order?

No need to attach death certificate / court order.

Why no time-frame is given for resolution of problems?

Problems vary from one beneficiary to another. Utmost priority is, however, being given to resolve problems at the earliest possible time. At present, a reply is being given to the applicant, after the issue is resolved. However, instructions are issued to the concerned to acknowledge the receipt of mail and send another mail after resolving the issue.

Benefit Coverage

What are the benefits covered under the Scheme?

a. In-Patient Treatment:

The scheme will provide inpatient treatment for the 1885 Medical and Surgical procedures, similar to those being provided to the Government employees, in the empanelled hospitals. Inpatient treatment Package includes end-to-end cashless inpatient services from the time of reporting of the patient, including professional services, investigations, medicines, Implants, consumables, diet and ten(10) days post-discharge medication, including treatment of complications, if any, up to thirty (30) days post- discharge for those patients who undergo listed therapies offered through Network Hospitals.

b. Follow-up services:

The scheme will provide for a period of one year through fixed packages to those patients who require long term follow-up therapy in order to get optimum benefit from the procedure and avoid complications. Follow-up packages include consultation and medication.

c. Outpatient services for 25 Chronic diseases:

The scheme will provide Outpatient services for 25 Chronic diseases including consultation, Investigations and Dugs in the notified Government Hospitals.

d. Ward Entitlement:

During inpatient treatment, the beneficiary is entitled to stay in Semi private ward.

What is the financial coverage?

a. The total cost on implementation of Journalists Health Scheme shall be borne by the Government and no contribution will be collected from them. b. There shall be no upper limit on the financial coverage and the total cost of treatment of the patient for the enlisted therapies will be covered under the Scheme.

Is Out-Patient treatment covered in Journalists Health Scheme?

The scheme will provide Outpatient services for 25 chronic diseases including consultation, Investigations and Dugs in the notified Government Hospitals.

What are the empanelled hospitals?

Treatment for all the enlisted procedures will be provided in all the network hospitals (both private and Government) empanelled with Aarogyasri Health Care Trust. The hospitals which are registered with Aarogyasri Trust, as service providers for providing cashless treatment to the beneficiaries under the scheme are called Empanelled hospitals. The list of empanelled hospitals is available in JHS website. www.jhs.telangana.gov.in.

Are the wards same as Aarogyasri wards in private hospitals or are there any separate wards allotted for the?

No. Under JHS beneficiary is entitled to stay in Semi private ward.

Will the Journalist be treated on par with the common public who avail treatment on payment of cash?

Yes. They will be treated on par with the patients making cash payment.

Is there a limit on the number of patients in each hospital?

No. There is no limit on the number of patients to be admitted in hospitals and it is subject to availability of beds in the hospital.

What precautions should be taken before approaching the hospital, to avail cashless treatment in JHS?

Ensure that the hospital and the required medical speciality are empanelled with the trust under the scheme to get the cashless treatment. For specific information may contact 104-Seva Kendram or visit website. After approaching the hospital the patient shall register with AAROGYA MITHRA available at the KIOSK of the hospital by providing the Health card.

What are the Hospitals empanelled under the JHS?

Which are the Hospitals where I can be treated?

Treatment can be availed in the Government & Private Hospitals empanelled with AHCT under the Scheme. The List of Hospitals is available in the website (www.jhs.telangana.gov.in)

Whom should I approach for availing treatment at an empanelled Hospital?

In each empanelled hospital there will be a "Kiosk" pertaining to Aarogyasri Health Care Trust, where an "Aarogyamithra" will be available to take care of the JHS patient, who approaches the Hospital for availing treatment under the Scheme. He will register the patient on production of Health Card and will take all the steps needed for the treatment of the patient.

What Should I do if the empanelled Hospital refuses to entertain or give a step motherly treatment?

Complaint can be lodged in the portal as indicated below: * To the email id:jhs@aarogyasri.gov.in). (OR)
* Call 104-Seva Kendram and lodge complaint which will be forwarded to the Grievance Department of Aarogyasri Health Care Trust for redressal. (OR)

What are Roles and Responsibilities of I&PR and Aarogyasri Trust?

Information & Public Relations:

a. Identification and registration of Working and Retired Journalists in JHS
b. Verification of Health card enrollment form
c. Approving Journalist enrollment and Health cards d. Coordinating with the AHCT

Aarogyasri Health Care Trust

a. Scheme Administration: Administration, Training and HR wing with required staff for the purpose of office management, legal matters, accounts will manage human resources, arrange the workshops / training sessions for capacity building of the stakeholders in respect of the scheme and their roles. The offices of the Aarogyasri Health Care Trust will house the staff administering the Scheme.
b. Round-the-Clock Pre-authorization wing with specialist doctors for each category of diseases shall work along with the Aarogyasri Health Care Trust doctors to process the pre-authorization within 12 hours of the electronic request by the network hospital on the web portal of the Aarogyasri Health Care Trust.
c. Claims settlement wing with required staff shall function to settle valid claims within 7 days.
d. Call Centre: The Aarogyasri Health Care Trust provides executive support for the purpose of guiding and redressing the grievances of the beneficiaries. Queries relating to coverage, benefits, procedures, network hospitals, cashless treatment, claim status and any other information under the scheme anywhere in the state on a 24x7 basis shall be answered in Telugu.
e. Grievance Wing: There will be a grievance redressal mechanism 24x7 for addressing grievances of beneficiaries and hospitals.
f. Field level operations: Ensure that the requisite field level operations are carried out in adherence to the guidelines laid out.
g. Empanelment and Disciplinary Committee (EDC) under the chairmanship of Chief Medical Auditor of the Aarogyasri Health Care Trust is responsible for empanelment of new hospitals and ensures that a hospital possesses adequate infrastructure, man power, equipment requirements as per guidelines of the Aarogyasri Health Care Trust
g. Empanelment and Disciplinary Committee (EDC) under the chairmanship of Chief Medical Auditor of the Aarogyasri Health Care Trust is responsible for empanelment of new hospitals and ensures that a hospital possesses adequate infrastructure, man power, equipment requirements as per guidelines of the Aarogyasri Health Care Trust
1.Monitoring of quality of medical care.
2.Framing guidelines to prevent moral hazard.
3.Monitoring the trends of utilization of listed therapies across NWHs.
4.Conduct investigation into allegations of treatment lapses.
5.Analyse mortality and morbidity under this scheme and recommend corrective measures
6.Recommend punitive actions against a medical professional or NWH.
i. Web Portal: A dedicated real-time online workflow system was designed by the Aarogyasri Health Care Trust in order to bring dynamism and decentralization of work in a massive scheme like WJHS. This includes total online processing starting from Journalist enrolment, Health card generation, registration of case, e-preauthorization ,up-load of i. medical and non-medical records electronically, treatment and other services at the hospital, discharge and post treatment follow-up, claim settlement, payments through payment gateway, accounting system, TDS deductions till the end . A dedicated data centre is being maintained by Aarogyasri Health Care Trust for this purpose.
